Lo que cambia en afirmativo y negativo es que vas a poner el verbo to be dependiendo de lo que quieras dar a entender(there is / there is not)y en el interrogativo lo que haces es poner el verbo to be al reves(there is - is there) para ejemplificarlo de la manera mas sencilla.
