El "while" se utiliza en ambas frases de la misma oración.
Es decir, ambas situaciones estuvieron ocurriendo al mismo tiempo : I was watching TV while my mother was cooking.
El "When" se utiliza con la frase que va en pasado simple porque es la que ocurrió en determinado momento y se terminó en el momento.
Y la otra parte de la oración lleva pasado continuo.
Ej : "I was watching TV when my mother phoned me".
