It is false, the United Nations, makes use of various legal instruments to support the content area in the Universal Declaration , among them are the International Covenant on Civil and Political or IP social and cultural rights rights.
If you use troops does but to armed conflicts between states and this refers to international humanitarian law.
On the other hand any State that fails to comply with the Rights which has agreed to covenants , you can go and receive recommendations from the commission , however the Court can issue binding international sanctions for the State to repair the situation.
